Monetize YT Shorts with simple text videos?

I am looking into creating my own content for yt shorts, since yt allows shorts to be monetized now. It will be text on a video with music. Do you think yt will allow such simple content to be monetized?

How difficult is it for a new channel to be able to join yt partner program? Anyone had success? Whats the best way to go?

However RPM of shorts is really low in general. It's nowhere close to normal videos. People have been reporting to have RPM of a few cents only.

In general you have the same requirements for shorts as you have for normal videos. You need to create your own content (or own the rights) and make it transformative/unique.
I'm not sure if your plan to create text videos is enough to meet those requirements.
