Step 2. You need create search campaign then after it approved and you get suspicious payments ban, do 301 redirect from domain to get ad disapproved.
Step 3. After 30 days ban will lift automaticallyif account have advanced features enabled or google cloud trial activated.

Some people have 100% fail rate with appeals on suspicious payments and the appeal decision often takes 3-6 weeks.

Well, we are of course not beginners here. I know the cases where everything is clean, but the suspension rate is 100% after creating new campaigns and the fail rate of the appeal is still 100%. You can have clean residential/mobile ip, unique fingerprint with anti-detect and unique and legit personal/billing details and still 100%. It's not that easy.
