i just waited a few days till it got 1M on it, and then i went public. the initial effect came fast, it entered to high positions on the most popular lists, you can see by the comments, that somehow it appear to users on their homepage,
i guess this approach can get the video/channel to get flag fast, since it didn't make sense that this video it on top, so i guess for this method i better use a viral video, funny or shocking, something that will not look so strange on top...

I create catchy titles and use topics which are in the news but not fully covered, topics where people are going to be searching for. For instance i have been using the violence in Marsiella and if you look through the editor you can find footage which is related to this. Also i have Russian videos which were uploaded years ago which have went viral again and they are all ranked on first page and #1 in google so now is a good time for my channels but i can't see it lasting long until 2018 when the world cup is hosted in Russia. But if you do the same as me then i can see everyone here getting the same results or better than me.

My 5 steps to the Most Viewed YouTube Videos:

#1 find a video that will not raise any suspect that it's on the most viewed list
try not to use a copyrighted video (like i did by mistake, it was claimed for the audio)
but it doesn't matter since this is just an experiment.

#2 reupload it you a new account as public, add your links and/or CPA offers.

#3 this is the most important part - add extreme-fast traffic you need at least 7K-8K per hour (!) to make it work! all views must be full-retention views (otherwise you will need much more traffic), so total is about 170K-200K full retention views per day.

#4 you don't need more than 1 day to enter the most viewed youtube videos lists, but if you continue you can get to a higher position (get suggested more) and keep your position for more days (i maxed it for weeks once)

#5 if you are on a budget you can choose to send only LOCAL geo targeted views to target only one local such as: INDIA, BRAZIL, EGYPT, POLAND, RUSSIA, UKRAIN, INDONESIA, ISRAEL, PHILIPPINE, MEXICO, TURKEY (these are the locals i managed to get to the most popular lists)
