high rentetion views

I have been trying to get true high retention views, but all I have been getting from places that claim they are high retention is views that has shot my retention rate down to crap! Does anyone know of a place that offers TRUE high retention???? And this is for youtube.!

Now targeting HR views, no matter what seller or provider is selling them now, they don’t work. The watch time of any video using HR views will be completely lowered down to just 30/40 seconds. I hate you Google :)
