no , you upload any downloaded CC licensed videos in youtube and upload the same using creator studio of youtube and type in "CC By license" in the video's description to get proper licensing of the re-used CC video and avoid copyright strike.

sorry i was not too descriptive, might be little difficult for newbie's of Youtube Creative commons(cc) videos re-usage
