Payment verification lockout issues are common these days, mostly due to slow processing from Meta. This is not your account's fault. To try to resolve this temporarily, you can delete and re-add a new payment card; this usually works but does not require an optional paper.

It seems that this is because when creating the payout account, you selected "business" instead of "individual".
Was the page penalized with the Connected Entity violation?

Meta payment verification frequently stalls, particularly for individual accounts. Occasionally, it changes when you re-upload the documents or after a few days. Usually, it's only a review wait on their end if everything is correct.
