Have you tried contacting the PBN sites sellers in the marketplace? If you haven't, you should. I'm sure a handful of them offer tailored-services where you give them specifics of the kind of sites you want, and they deliver such sites as they become available.

If you are not looking for expired domains, then you may need to up your budget a notch. Unless someone really wants to offload web properties because of high cumulative maintenance costs, you wouldn't get live "aged & popular domain with contextual links" for that price.
