Just a question.. forgive my ignorance. Whats the point of a blackhat Google ad campaign? Whats wrong with doing it normally...and how does one actually do this blackhat?

He means cloaking. Certain niches are restricted and regulated like Gambling and CBD, so you need to cloak your landing page and pretend you're promoting non-offensive or whatever - but really that "safe" content is only shown to the advertiser review team, the normal google/fb users would see your black hat landing page and offer.

Not sure if this is a topic we're allowed to discuss here, but you can find a few cloaker sellers in the market sellers, and a few that offers cloaking/bh ads management services too.
