He means cloaking. Certain niches are restricted and regulated like Gambling and CBD, so you need to cloak your landing page and pretend you're promoting non-offensive or whatever - but really that "safe" content is only shown to the advertiser review team, the normal google/fb users would see your black hat landing page and offer.

Not sure if this is a topic we're allowed to discuss here, but you can find a few cloaker sellers in the market sellers, and a few that offers cloaking/bh ads management services too.
