Increasing your organic traffic depends on your content. Depending on your content, traffic will increase, visitors will increase, no matter what location you are posting from.

You do not need a VPN to blog and rank in your desired country.
All you need are location based keywords in title and content. Do it sparingly though. Also consider location SEO.
If location is really that important to you to reank for, don't ignore hreflang tag. Better to implement with a good WordPress SEO plugin.
You may also consider a top level domain with the intended country extension e.g. .ca for Canada.

For example, if you are selling Pomeranians in the Chattanooga, Tennessee area, your content should have location information.
Your website should be registered with local business directories catering to Chattanooga, Tennessee, or Tennessee in general.
Now if your business is located in the Philippines and specifically the San Juan area but you're not in San Juan, Puerto Rico, make sure your content says so.
This really is all about just being more conscientious regarding how localized your content is when registering your blog for backlinks to register in the right local directories.

Technically, Google (or any other service) can't know about your location, VPN won't make any difference,
It's about the server/hosting location, which could have a small/negligible influence,
Just get a server/hosting close enough to your target audience (country) for better loading speed mainly, that's it

This is not necessary. If you are worried about ranking in a specific country, you can use a local TLD domain, for example, .fr if your blog is for France instead of just .com, but this not mandatory, just a suggestion.
