There is a totally free course from Udacity that you can complete in your own time. It's taught by Steve Huffman (of Reddit!) and covers everything involved in getting a web application running online. If you complete the course - which should take about 7 weeks (depending upon how long you spend on each unit) - you will be awarded a certificate and you'll have a working web app online. This course does assume a working knowledge of Python. Steve teaches how to use the GAE Framework with Python to develop a web app. If you're new to programming you can try the intro CS101 course instead, where they teach you to build a search engine (also with Python).
