I have no experience with it but read about it on multiple blogs and I'm not sure about the answer. There are many sellers and someone that is an expert will do it well but there seem to be not so many experts, just guys who spam your shit all over the internet.
So if it's done well you won't be penalized but done wrong you are screwed, think you will need to spend some time to find the right person. I know some guys and mods on this forum know the right people.

It depends, as many so called "experts" know very little about SEO. But as stevesolo above said, wait a bit before mass posting links. It has to look natural. Start slow, increasing the link volume as time goes by. Having a brand new site with little to no online presence suddenly getting thousands of links will flag it faster than you can say GO. Always be careful when choosing who does your SEO.

For new site work with ONPAGE optimization and social media's to increase the visitors to the site and post the quality articles in it.Then build the quality links to the site to increase the KW rankings.

I agree that you have to wait before building your links. Prioritize first with creating original content for your site. Also, make sure the people you hire have portofilios or samples of previous work. Though I don't know how they could prove it. Just be careful in choosing the right service provider. Goodluck!
First you need to build up your unique content on your site. Then age them a bit before creating links. Careful with the number of links you'll be making as making too much will make them look unnatural. Start building from small numbers increasing slowly every time interval you prefer.

As most people said, you should wait. Wait for Google to show their hand. By that I mean, do everything you can to make your onpage SEO the best it can be. Then wait to see where Google ranks that page. If Google sticks you outside the top 100 rankings after a few weeks, then it probably doesn't like your content compared to others. So there is no point building links to content that Google doesn't like.

Drip-feed your backlinks and make sure they have a high DA. No point in buying in bulk if all of the domains are garbage & flagged by Googs.
