Is popup and popunder affect SEO (not bounce rate)

I read some article about google penalized web with instrusive ads.
So is it true if I use ads I will rank lower?

depends on what you mean when saying penalized i guess. 1 - 2 popunders might be fine? eventhough i have seen websites ranking on google with them having 3 popunders. Intrusive is the keyword here i believe.

Google not yet implement it. It starts around january maybe.
I accidentally reset history and lost all my source

You can read in google guidelines, more than 3 pop ads will get you a penalty.
