You can set a $0 budget to keep campaigns active, but they won't deliver any results unless you're using organic methods like Facebook Groups.
 
There used to be an option to link a card and Facebook would give you a $10 credit on your first bill, but I'm not sure if that still works now.
You could try linking a card and then blocking it, and after that launch the ads.

no bro not really possible, on Meta Platforms ads you need to spend to keep campaigns running, you can keep them active with very low budget but not zero, otherwise they just won’t deliver.
