Is Bing a big liar?

On many of my sites in Bing webmaster tools, keywords are ranking on the first page (#5-#7).
If I make a search for these keywords on Bing (with the target country selected) - my sites does not exists in Bing SERP at all.
Sites are indexed.
What I am missing?
 
bing is not lying, but note that bing webmaster reporting is usually two days late, for example, I have a keyword I am ranking 3rd on, but in webmaster, I am in the 1.9 positions, so wait for some days and check stats again

I have these ranking positions for months and checking time by time Bing SERPs.
Every time I can't find my sites there.

I suspect maybe these positions are ranking in some other countries, or even a single country and that's why I can't find it in SERPs.

Not the case with my sites as I have rankings on Bing, they're always within the same range provided by BWT.

But you also need to know that just as a user already mentioned, BWT is slow with data and doesn't offer much date filtering options. So it'll be hard for you to narrow down your selections on the BWT to show the most recent positions, unlike GSC.

Instead of changing the country in Bing search, you better search on Bing using a good quality proxy of the target country. Search results will often differ in both instances.
 
Bings SERPs are pretty dynamic and Bing seems to work with a hard rotating sandbox, that's why you can rank for high class keywords very fast for a limited time and new indexed sites will constantly outrank established indexed sites just to test em. The Ranking in the Concole is the average position on impression, not a real ranking position or something. So this can varry on some factors - perhaps your site just didn't get impressed when you searched for it, because of sandboxing or the site was outranked by sandboxing sites. As you said, it can be regional as well - most likely, you will rank in the region, you tagged in your HTML. Bing loves tags.
