You can use 3 accounts/IP but running them at the same time is not recommended. If you create accounts, yes you can create 3 accounts using one IP and rotate to create another three. But when in use, these accounts should be automated at random because if they work during the same time, you could give them away as bot accounts resulting in bans.
 
So if an office with 100 people uses the same IP to browse facebook, they will all get banned? The question is rhetorical, obviously, they will not be banned and IP will not get flagged.

1 account per 4G IP is a waste of resources.

I've noticed that account bans on FB have more to do with things like whether my browser looks good to creep.js, whether I have a natural cookie profile on the browser prior to making the account (instead of making a fresh browser profile), whether my stated country in the profile is the same as timezone and IP etc. IP doesn't seem to matter, as long as its not a datacenter IP or VPN.
