Instagram Mentions + Account creator Program

I am looking for a freelancer that has experience with Instagram and is confident on creating custom bot for this purpose.

The objective of the bot are to;

- work on a single IP[not using proxies for accounts] (I have heart of several people having such bots)
- create IG accounts who's single purpose is to tag people in the comments[Instagram Mentions] (no follow/like)
- Use the previous accounts that were created to tag people on a picture (5-10 people tagged per comment).
- I want to have to option to scrape the tagged users from (someone's followers, location, hashtag)

For this reason I need someone who is experienced with Instagram botting.
