Probably the proxies are not suitable for IG acc creation, or if you already created some more accs, you didn't cover enough of your tracks to stop IG blocking you from creating more.

Every powerful social site like IG is, is having layers of protection against creation of multiple accs by the same user and in a short timespan. The proxy provider is not necessarily at fault because of this, you should clearly ask before ordering if the proxies works for IG acc creation (not to be confused with login and management), and in the same time you still have to know how to cover tracks at creation so you can be able to create...

    Home Page:
    Clear Cookies,

    Different Browsers/ Devices

    Different Proxy providers

    Different email providers

Open confirm links with the proxy you signed up on

Act like a normal user would

Those IPs are likely burned for IG account creation. However I've noticed that if you create the accounts using a dynamic IP, then run the accounts on those proxies they tend to run like any normal account.
