Implementing cpa redirector

Hi guys, i'm new here and just found the code of cpa redirector and trying to understand how it works, currently i'm using a server that doesn't support php, so it can't be done, right? The script help to show the safe landing to the network and the dirty one to real surfer?
And if i bought another hosting could anyone help me setting up the code please?
