I'll probably get bashed for this, but I think shared hosting + WordPress is fine for your purpose. I've used shared hosting for "worse". You can get started and learn for a year for under 25 bucks (domain + hosting). You can upgrade at any time if you need more resources.

Domain name registrars I use and trust: NameSilo, Namecheap, Porkbun, Internetbs

Shared hosting I've used for years without any problem: Stable Host

Cheaper hosting you can probably use for a single website: Namecheap
 
first of all if you're a beginner or you're just want to know how stuff works without paying money .... i think it's better to start with localhosting (xampp, Flywheel, Serverpress) then after gaining experience move to real domain&hosting
 
@Mr_Ph4ntom no it's fine by me to invest money to learn how things works, it's just i don't know if i should go for the first plan or the second one

if 1 website you can choose steller ... even if you wanted to upgrade later it's fine ...... but also consider not buying a domain from the host as many people recommend buying it from a registrar
