I want to target Korean keywords, but when I write anchor text in Korean, the content of the text is not natural because it is English, and when I write anchor text in English naturally, I think I can't rank the keywords I want.

What opinions do you have on this?

If content is in English, use English anchor text. Or you can use English alphabets to write the Korean word. So, it'll be Korean but in English alphabets.

If much of your links are on English websites but anchor is in Korean alphabets it'll not appear natural.

Also, try to include more Korean links from Korean websites because those ones are naturally written in Korean, you wouldn't need to change the anchors to English. This is to balance things more. A website that targets Koreans would naturally have more Korean links.

Why do you publish content in English at all when targeting Korean keywords?

As @HenryObi already wrote, it is much more natural to have links and content related to the target region.
