It has potential for sure and you would be one of the first one to provide such service. However, i haven't seen a lot of people mention IGTV yet so i think it still needs some time to get more popular. With Youtube being the #1 still you have a 50/50 chance. But in my opinion it is worth the try.

Provide IGTV services, but make sure they are good, or the best out there. Providing shitty services with shitty accounts will easily make your service know as one to avoid.
You know, the usual "Brazilian accounts passed as American/USA accounts", or 70% of the likes/comments coming from Turkish/Indonisian/Russian accounts.
So, if you're going to do it, do it right.

I think the services is a great idea. I'm developing a show for IGTV and can certainly use any services that are available.

It's still pretty new. Anyone saying "igtv doesn't look promising" just needs to take a chill pill.
People never thought Story posts would be popular, now they're doing amazing for engagement.
If you're going to try it out, you have to realize you're going to be an early-adopter. Which means a lot of experimenting, but if you get a good flow/technique going, it could yield some serious opportunity.
