The biggest issue lies with the human reporting of spam behavior. From my understanding with my friend who worked in Facebook Singapore Office, Facebook takes user feedback seriously and that includes IG too. Example, if a post receive 10 comment and your comment is being flagged as spam, facebook has an automated system to compare statistically between all 10 comments for the ratio of spam complains for the current comment and past history of commenting. The moment you are detected by the system, it triggers ghosting so that you cannot affect other users experience of using IG. This system is very sophisticated as it relies alot upon human input and combining with user activities statistics, there is no way to fool the system without high cost involved (more accounts, proxies, lesser account activities).
Even aged accounts are subjected to this system of check. Unless you have a verified account (https://help.instagram.com/854227311295302)
Verified accounts are subjected to a different type of user category management as IG wants these users on IG since they usually command existing following that can be ported to IG.
I wonder if your friend has any info on how to get unghosted or if its a permament status in the FB/IG database
