thats such a vague question, it completely depends on the site you are interested in and whats its revenue model is. ecommerce? adsense? affiliate? etc. no one can answer your question unless you provide more info
There are lot of website scammers there, they will show you every stats looks real, and you'll end up with shit.... crying for hours

If you buy a site for $15,000 it will normally be priced so the current owner receives profit for 2 years.
15000 / 24 = $625/month
That's how much it would be earning at usual pricing. If you know how to scale a site you can make a profit in a shorter time. However, do not spend that money on anything except an authority or ecommerce site. Microniche, adsense, ppd, content locking... That in my opinion is a very touchy market. A quality offering or product offering is what you want to have high retention.
With the first chance i will buy it straight away! Bcause forums are close to autopilot and even better are growing every day and ranking well. Also i would add many many more things and feauturesI recommend you to buy website - something like - TBN.

I would PERSONALLY find a site that is currently earning (as long as the seller has a STRONG record, etc)... Personally going for eCommerce sites as they are consistent earners. Something with proper SEO behind them already implemented--- So you can hire someone to manage the website and earn passive income, and a little extra investment to grow the site in SEO/PPC campaigns.
Budget accordingly.
