I was thinking that. I will try from different ip. What type of Ip are you using?it's not have to be your ID problem.
basing on your case, I think your IP may be not clean enough on FB's eyes.
there are 3 important factors to bypass the ID verification: ID, IP and Profile.
we are making many ID verified profiles and BMs here without any problem recently.

I tried with that and it's not working. The profile picture is not a person. Do you think that would cause it? Should I upload ID with same profile picture ?

the profile picture not the same with the ID is quite normal. it doesn't matter at all.
however, the first name, last name and birthday should be the same with the ID.
I tried with mobile data it's instantly denied by the bot. As soon as I upload I get email saying can't give access to upload documents which i already did.
I am uploading 2 from the " other category " a picture in one and no picture just name in other one. F.B. says 1 document needs to have either a picture or birth date . I can't remember birthday do used a picture.
If I download My information will I get all profile information and still able to try to upload documents?

hmm... there should be 4 factors: IP, ID, Profile, the last one is your browser.
you should use any software like Multilogin if you want to manage multiple accounts.
about the "Download My Information" feature, I never tried it by myself. sorry...

browser fingerprint can make FB know you have multiple accounts. this is breaking their policy.

I have created 9 accounts before, 4 of which had this problem. I can only solve this problem by constantly creating new accounts with residential proxies.

I recommend that you rent an account instead. Been frustrated with this random restrictions as well. I’m using Exiscale’s service for quite sometime now, its good cos if it goes down they replace them, you dont have to think. Check them out

first you t contact support tell them you already submitted you document but they are rejected .
