Jokes aside, People say spamming backlinks to someone's site actually makes their site lose quality in the eyes of Google but HOWEVER I am confused.

If this was the case, then anybody could just build backlinks to your competition and just keep spamming backlinks till they lose their ranking. Does this flaw in reality exist or is it just a myth?
 
It does exist, it's called negative SEO and has a extremely bad reputation here. We get that its our competition but they also put in work in order to rank their sites, hence why not a lot of people do this kind of activity. I think it also forbidden to talk about it or discuss methods of negative SEO on the forum.

Google is getting smarter. I've heard of cases where Google just simply ignored these spammy links, or it came to a benefit and the site got ranked better than before the negative SEO attack. Google also has the disavow tool in order to remove those spammy sites from your linkprofile.
 
Correct, it exists. It's called negative SEO. Google says they devalue low-quality links. While this may be true to some extent, their algorithm/filter isn't foolproof.

I had a so called negative seo attack on one on my ecommerce money sites last year from an seo agency who where upset after I sacked them because their work was really bad. They fired a load of clammy porn, gambling pharmaceutical etc links. Google just ignored them. I did do a disavow file. All it impacted on was my moz score and trust flow
 
I didn't knew about negative SEO, pretty sure google had a headache dealing with this kind of attack in the early days.
 
It's difficult to detect which patters is Google considering in order to tag this sites. There are super-obvious cases, but nowadays we have plenty of sites that are in the "borderline" of spammy and "natural" sites.

There is one take: if Google found this sites spammy enough, then blasting this sites to parasites, would not take any effect at all. But it has been clearly demonstrated the opposite still in 2019.

Google obviously has found that spammy strategies are dangerous for a lot of sites that have been deindexed by negative SEO attacks, so with new algorithmic techniques has provided to put down some of this attacks

Still there are open spots in both sides that a lot of people are currently exploiting. Obviously this is now and is going to be forever a "tug-of-war"... 2-3 years ago Negative SEO was devastating, and today its as hard as doing SEO, but the other way around and with less tools... but possible. This is the conclusion you should arrive.
