Greetings fellow digital marketers.
I am running an Ads campaign for a media production company, their services are mainly product photography, video commercial filming, and event coverage.
I have thought about the target audience a lot but I can't figure out a formula.
can anyone provide suggestions, ideas, or past experiences?

much love and appreciation :)

What I would do is start off by narrowing down your age range of people that would be interested in this, the location whether it be country or state/county and running a small campaign to start at a lower budget. From that campaign, narrow down your targeting more by seeing who you get the most engagement from, who actually has clicked the ad and engaged. You can then proceed with a higher budget campaign with optimised targeting going after those statistically more likely to be the people you want to reach to get the most bang for your buck.

Do people who buy these services actually want to see ads for them on facebook which is more for personal stuff?
sounds to me like this would rather be a good case for linkedin research for leads and then prospecting them to offer the packages.
on the ads site - I would create top funnel ads to create interest (do you wish your products would look like this) and limit them to the areas where the company you work with will provide the services.

once they are in your funnel, you can target them, and I would probably run pixels on the website for social networks like facebook - and linkedin. linkedin ads are crazy expensive, but if you do deep retargeting very low in the funnel, then the cost of aquisition should be worth it. hth.
