I change everything but again Instagram knows it's me !!!!

Hi guys, I change my device, my public dynamic IP address, account, username, password, email, browser, app, cookies and everything and again Instagram knows it's me, and my question was do you know that can IG spot public dynamic IPs are coming from the same person or they know me another way?

what was strange was that I used fresh new device and changed all things mentioned above with no success (while on a new dynamic IP) but when using a VPN or Proxy it works so my guess was they exactly know all dynamic IPs are coming from the same person! does any body know how can they do that?

PS:
I know of device fingerprinting but because I change everything I don't think it's the case.
this case only affects me not people in my region so it's not related to geolocation which is rough and not exact.
what Instagram does is illegal in this case, considering tracking this way without knowledge of the user.
 
It's probably your MAC address or other fingerprint detail they can recognize you with.
I also don't think using a VPN is increasing your chances of successfully registering since it's a publicly used IP adress

dont use a vpn there ips are abused by to many people
always go for 4g when making social media accounts
 
a fresh browser fingerprint with a 4G IP address will solve your problem, you can try incogniton free package.

you mean device MAC address or router MAC address? cuz at exact same situation on my dynamic IP, IG knows me but when I turn the VPN on, it works, so could be router MAC address? again I don't think so, can ISPs cooperate with large corporations and share exact data with them? (this is the most probable guess I can think of)

I think they can track each router or mobile data based on the number they use to connect to the internet (phone landline for ADSL and mobile phone number for data), this is the only thing I can think of because changed so many things and they knew it's me again, the only way I think of is a secret tracking way like what I mentioned.

I think even mobile data are tracked using their phone number (maybe given away by providers of mobile telephone services)

This is not the FBI cooperating with your ISP and your local police department people are creating tens of thousands of accounts every day with the things I mentioned above.

what about dynamic IPs of home router? are they more prone to be tracked as same person when changed? because what I meant first was my home router dynamic IP not mobile data.
