According to my opinion if this is your boss's work than without dealing with pressure first ask the boss what is his budget to rank the keyword. Make sure you get a good budget because ranking even a lame keywords for a new site is too tough. So first get a budget and then divide the budget 50-50 in getting blackhat stuff first and when things start to change make it solid with white hat stuff.
Whitehat links are much more costly then Solid blackhat PBN links. So first get a decent budget.

If PBN's are banned, so are creating websites. As other people said, go do some actual research, you know absolutely nothing about SEO and your boss is a cheap arse for trying to do it this way.
I have absolutely no faith in your ability to rank this site safely.
