technically you cannot, even if the account is inactive, it own his username attached to his original email account.
the only way to get it, it's to claim this username if you are a famous business brand or people.
you can also try to PM to buy the username, but as the account is inactive...

If a username has 0 posts it doesn't mean it's inactive. I have a personal account that has 0 posts since I made it years ago, but I log in everyday on it to see new posts from someone I follow.

From what I hear, only certain Social Marketing Agencies registered with Facebook are able to request such accounts. They argue that you are a brand or business that is need of the handle, along with a hefty fee.
There is a service here in the marketplace for obtaining inactive usernames and verification buts is several thousand dollars.

I guess you can report it with tens and hundres of other accounts and block itz or you could also report it as a stolen account so instagram will take it down itself
