How to get client change the hosting he/she got through web developer?

I'll start offering services to small business provided that they change their website hosting to the one I recommend them (with my affiliate link).

I'll also offer website transfer for free, so that they don't have to worry about the technical stuff.

It's easy when they "made" their websites on their own, that is: bought domain, hosting, created a website in wordpress or any other builder/developed them from the ground up. In this scenario I'd just ask them for login details to their hosting/admin panel and do the website transfer manually to the new host they'd newly purchase.

But. Most of my targeted businesses owners are not very technical - they've just paid a web developer to make their website (which most often looks crappy, least to say). Most often they don't even know what hosting or domain is (I'll try to explain the concept to them).

If they bought web-development services, hosting was probably included. How can those people get access to their web host, so that I (after receiving their login credentials) can transfer their website?

Do they have to contact their web developer to do so? Or he provided them with login details, so that they can enter admin panel as they please?

Most of the people I've seen doing this usually get their own reseller accounts. That way, you can handle everything and earn more.

Regardless of that, how to get the client to change hosting? Well, it depends on every case: You gotta convince them that their current plan does not fit their needs, but yours does. Maybe they experience slow loading times? Lag? Downtime? Bandwidth caps? Performance caps? Security? (Some hosts are under attack almost 24/7) Excessive pricing? Find anything wrong in their current plan and explain how that hurts their website.

They likely have their hosting details somewhere, deep in their emails or at the talk with the previous developer.
