You can use YouTube provided you have enough traffic on your channel.

As already suggested, you can go the YouTube route. Although it's not allowed in all countries
I may be wrong but I think if you later want to display ads on a website, you have to upgrade
If it's the cost and trouble of setting up a website, you can also get approval using Blogger and Hubspot etc

buy cheap domain like .club/.top etc its cost less than a dollar.
via youtube/blogspot u will get hosted account.

it doesnt matter if you are approved, because once you add a new website it will need to be manually approved to to changes in policy
