Because, you know, any site that can give you a backlink can be used as a T1... well, as any tier for that matter, not just T1. I did a bit of research here on the forum and found these lists. Please note that some of these lists / sites in these lists might be outdated, changed their profile, or gone out of business by now, so you'll have to do your due diligence on them.
Also, some of the websites in these lists are not classified as web 2.0. I mean, technically they are web 2.0s at their core because if a website allows you to post content on it it's technically a web 2.0, but people don't include them in the web 2.0s lists for whatever reason. But if you get a few d0follow links from such highly authoritative sites in these lists you can definitely boost the rankings of some easy difficulty keywords, so they are worth taking a look at.

Let's say you want to find websites created with Wordpress. There are probably many footprints you could use to find them, but one of the most common ones is by using "powered by Wordpress" as keyword (and yes, you normally put that keyword in quotes, just like I put it).
A software like Scrapebox, when you type "powered by Wordpress" into it, and then hit the "harvest URLs" button, will find you only websites that have the words "powered by Wordpress" mentioned anywhere on the website (usually in the footer of the website, but it might depend on the Wordpress theme).
This was just a simple example that I could think of off the top of my head, but if you want to harvest true golden nuggets you will have to figure out (or buy) some really complex footprints, which newbies have no clue about. And yes, I include myself too in the newbies category because even though I've used Scrapebox for the last 3 months I am still overwhelmed with, and intimidated by the sheer multitude of things that it can do.
