How to access origin server to file DMCAs

Trying to send DMCA takedowns with three big web cam ripping premium websites. All demands are ignored and their real ISPs are hidden behind servers, like cloudflare. I figure most places are based in Romania and Panama, and thus out of jurisdiction for potential arbitration. However, some must be based in the United States.... it's been a struggle trying to track down their place of origin. Suggestions? Ideas?

You can send DMCA request to the cloudflare and its going to forward it to the hosting company, if hosting company dont give a shit about DMCA requests, you are done here. You need to find a way or hire someone to find their host and check the hosting company country copyright law and file the same. If it fail, the only option you are left with targeting their domain registrars, you need to do some research on domain take downs. If you fail at that option too. Only illegal options left, which we are not allowed to discuss here. Hope you understand what I am trying to say.
