How the heck do these website have google ads running on them?

While doing my day-to-day tasks, I came across several websites which have 'Ads by Google' when it's just a tool type website. How the heck did these websites managed to get the adsense approval?

I'm listing 3 sites which I came across and obviously these are NOT MY SITES.

So can anyone explain to me how these guys able to do it, whereas I'm not? What am I missing? I do have traffic (~20k/month and still growing) and it's a tool based site, and adsense rejected me. So please tell me...

How much traffic do you have at present?
 
what i find interesting is some of those sites rank for 11000+ keywords and don't have 11000 words across their entire site
 
I'm curious what's ur DR, is the 20k traffic legit, or partial bot? Is this through analytics or GSC, how many KW's are you ranking for, and how old is your site/how long did it take to get to your 20k numbers...some of that might have to do with their analysis
 
Why wouldn't these sites have adsense on them?

They provide something useful and get traffic.

I know it can sometimes seem like adsense is tricky but it isn't always about walls of text or 3000 word articles.

This pretty much. If google adsense team reviews those sites again they will most likely get the boot. Adsense demands content-rich sites

this is very unlikely to happen in most cases,
i have some websites that got approved this way and running for years without any problem
 
Probably got it from google partners? My ads are from Hooligan but they also show Google ad services when you check where they come from. Maybe different partners have different approval conditions.
 
They are safe only till they are caught.
 
I don't know if anyone is following this thread or not, but here's what I found out:

1) My theory was right on how I can get Adsense to approve these sites (it's still a theory, right now I'm working on it).
2) Old sites (back in the days) used to get directly & easily approved, nowadays especially after COVID the requirements/approval is really strict.

The only forum that I thought would have an insight on this matter was BHW, but nothing came out of it. Had to do a lot of research. Anyways, I found the way and I don't mind if the mods close this thread.

may be old sites
may be they get approval with content site and then convert it
may be they are using google partners ads.
