How some pages can promote short links on fb ?

I asked this question before but didn't quite get an answer. I was just scrolling on facebook and this appears on my feed. Every time i try to promote something with short link it doesn't work , how are people doing this?

What do you mean by "doesn't work"? Please elaborate so we know what's the situation. Any link works, short link, long link, only banned/blocked links won't work. There are certain cases for links/domains.

Maybe the page the short link is re-directing to looks suspicious to Facebook
