How do people make a living with CPM?

I'm currently trying out "adsterra" and it seems as if I only get paid when they click the ad, are there any networks that pay you per impression?

Stay away from them, they do not filter their ads right and you get a lot of spammy and virus containing ads which users report and your domain blocked on quite a few places.
I got my domain banned on reddit because of that
 
There is always an awkward start-up phase with the CPM model, where you don't have enough impressions to join a premium network / aggregator. But as others have said, once you are able to generate visitors that view multiple pages per visit and have consistent levels of traffic from tier 1 countries, your CPM goes up considerably.

Also, it's always wise to have other revenue streams to complement your traffic arbitrage efforts. If you have a niche website, build up an email list and send through offers regularly (in between value posts). Once you have a steady stream of traffic, you'll also likely attract some paid posts and direct paid ad placements.

Monumetric users claim $9 - $20 per 1000 pageviews
Mediavine users claims up to $30 per 1000 pageviews

there’s one more CPM network and my client may just try it if it works well for my client I’ll definitely take permission from the ad network owner and update here
 
To get a good CPM ADS provider that will give that amount for ads is difficult, that earning is exactly same amount given to some affiliate marketers. If you get to see such ads company with big rates pls keep me posted
