Backlinks surely but is that enough? I have the same problem. Keyword is not suitable for content creation. I wonder the answers..

Even if it's a tool which is not content-based, you should still attach a blog to it or at the least just webpages, with content relating to your tool (ie the niche, and the tool specifically). You'll be able to build authority much easier if your tool has content attached, and you don't have to even make those pages visible to users of the tool/video converter (ie don't put the blog in a menu, just point internal links from them to the tool itself).noob question here ,
how do i get traffic and promote non-content web sites,
such as online tools, video converters and downloaders ?

You can definitely write content around these tools. Link to the tool from the content and build backlinks to the content and the tool.

Give backlinks from highly trusted sites, make guest posts and promote it in social media. It will help to increase your traffic.

- See what the competitors are doing ;-)
- Make the tool description a content-rich article - general niche info + 1 or 2 top questions with answers + keyword-rich description + tool features with related info that contains keywords.
- Add some guide/demo/how-to articles to it (text and video)
- Social media (IG, YT, FB, TW, TT) + post on related FB groups/Reddit etc
- Backlinks - Guest post from related blogs, Q&A sites etc and PressRelease if possible...

There is no "non-content" website (except for a blank html page). The tool you are providing is your content.
But you must include enough text content under the tool on the same page to create some relevance. Look at other online tools and you will get an idea.
Create a blog on your domain and publish helpful guides around the topic. Then link to your tools from those pages.
Find where is your potential users and reach out to them. You will see people asking questions on facebook comments, youtube comments, quora and other sites. Answer those questions and let people know that you have a tool for them.
