Even if it's a tool which is not content-based, you should still attach a blog to it or at the least just webpages, with content relating to your tool (ie the niche, and the tool specifically). You'll be able to build authority much easier if your tool has content attached, and you don't have to even make those pages visible to users of the tool/video converter (ie don't put the blog in a menu, just point internal links from them to the tool itself).

This is my thoughts about this:

• See what the competitors are doing ;-)
• Make the tool description a content-rich article - general niche info + 1 or 2 top questions with answers + keyword-rich description + tool features with related info that contains keywords.
• Add some guide/demo/how-to articles to it (text and video)
• Social media (IG, YT, FB, TW, TT) + post on related FB groups/Reddit etc
• Backlinks - Guest post from related blogs, Q&A sites etc and PressRelease if possible...
