How do i promote my website, fb page, etc.. by targeting a specific audience?

Hi, i'm trying to promote a fb page...and people keep telling me i have to target a specific audience...so i was wondering...how do people do that?...do they have a list of emails of people that like similar niches etc..and spam them? Or what? Any help is appreciated thanks!

promote the fb page by posting relevant content to your audience, also use hashtags and pay attention to the title of the fb page so that it reflects the relevant targeted keywords

Also subscribe to groups and be an active member.
Then if you want to be more spcific you can consider to use software like BuzzBundle and search for keywords related and then engage conversation.

The best way to promote your Facebook page is to use Facebook advertising. They offer great clicks for your audience. I have tried using Adwords for my website, but that is too expensive and it is not necessary that you will receive good traffic.
