First, traffic has nothing to do with adsense, you can submit and get approved without a single organic traffic. Trust me on that.

Second, you have a content problem, maybe they detecting cracked softwares related keywords, and it's not allowed. Like for youtube to mp3 converter or downloader, they don't allow ads on such websites.

Third, GDPR, privacy policy + TOS + contact pages all those are mandatory

Review your content and submit again, also submit your website to GSC and GA, that help a little.
