OP use the $60 to pay for some fake reviews on fiverr. Write the reviews yourself, copy ideas from popular gigs.

Go to peopleperhour or upwork to sell your services. Or even fiverr. It cost zero and you can make $600 easily by charging cheaper than your competitor.

Being cheaper and better (especially for services since your cost is nothing except your own hours) than your competitors help to bring in the review fast. I have tried it in the past but with a hired full time graphic staff. Since I pay him $300 a month I absolutely undercharge all my competitors and build up my feedbacks fast. And I even pay to advertise my services. Basically every $1 that I spend I make only $0.05 but that is fine as my objective is market share. Killed off a lot of competitors on those freelancers site as there is no way that they can undercut. After awhile I sold that freelancer account to another Company (who raised the prices since there are a lot of feedbacks accumulated) at a 4 digit profits. It took me less than 3 months to accumulate more than 100+feedbacks. In terms of graphics service wise, I offer unlimited revision since my staff is on full time payroll. I basically squeeze every drop of time from the poor designer.

Example on Peopleperhour, take a look at trending hourlie and top hourlie. See what the top guys are selling best. Most likely it is going to be photoshop or graphic design services (logo, branding,etc) and charge at 25% of what they charges, then promote the hourlies if you want to be aggressive. Kill off the competitors.

Of course, do not forget about forums. Especially those that offer you free signature slots. Add in things like below.
"Hey guys, i am a freelancer graphic designer. $2 for a corporate logo design. I will design first and you pay later when you are happy with my work. My only condition is that we must transact through ABC freelancer site and leave me a review"

Then be active on those forums, you will soon be getting clients fast. In fact, BHW is a good place for promoting such services if you can pay to upgrade the membership.

but did you think it will work to every service? Maybe look like VA,seo service or others..

Okay you can do some fast proof with give simple and cool design sample for any client.. but how about the other service
 
If you're new on fiverr go to buyer requests and send in 10 offers per day. The niches you're working in should have more than enough listings to reply to every day. Explain that you're new and only starting your freelancing journey but have plenty of experience from past projects. Offer to show you're past work. If you don't have any make some. Explain that because you're new you're willing to work for less than usual to build up your portfolio. By doing this you should have no problem getting clients.

While I do agree that it's ok to offer discounted prices at the beginning you need to raise them as soon as possible. Don't compete for the cheap clients. Remember, the higher your position your prices less competition you'll have. You just need to make sure your skill set matches what you're charging.

Not every service. Target the popular ones that alot of people are buying. I love undercutting competition and making competitors day miserable. But in your case you might work differently. So it is your call at the end of the day. I do not mind to do the work upfront for free to the customer and they pay only if they like it. Since my staff is on payroll, I might as well make good use of the time. 80% of my clients pay as they like the work. Maybe I lose out on 20% who are just idiots but I take it as charity to the poor when they do not pay.

Remember you have four months timeframe. Use the 1-2 months to build feedback and milk the profits thereafter. Or even better still, sell the freelancer account. There are people out there willing to buy established freelancer accounts.
