I see many people uploading landing pages for the CPA field on many sites that have nothing to do with them and exploiting these sites to top search results. I want this method, guys, or the name of the tool they use to bring weak sites and upload their files on them.

I guess those websites were hacked or some related hacking stuff to do that...if so, this kind of discussion is not allowed here. Maybe there are other legit ways.

No, it has nothing to do with hacking websites. I think it's a type of backlink.
 
I have seen this one before but was not able to figure it out.
I think there's some way to add content to those sites, which makes them parasite websites.

FYI, Hacking is prohibited under rule 3.1 of BHW Terms which can be found here:
3.1. I suppose they are using some kind of backdoor access via some HTML like inbuilt editor
but this is also a hacking afterall.
 
Looks like a mixture of exploits going on here. I couldn't find most of the urls in the OP's screenshot, as such urls are usually volatile. However the tour.governor.nsw.gov.au link can be replicated using a specially crafted xml file. Look at the url that Google is listing - there is an 'xml=' parameter in the query string. Look at the source of the url given in this parameter and you'll be able to see what they're doing.
