I have GSA and Scrapebox. I know that GSA is generally used for building tier 2 and tier 3

but can the backlink resources scraped by Scrapebox be used for first-tier 1 backlinks?

If not, where can I post tier 1 backlinks or where can I buy them?

For tier 1 links do a backlink research with ahrefs or semrush on your competitors. And buy from where they buy.
 
Digital PR will get you real Tier1 links (i.e high traffic real sites) but can be expensive
 
You can use those tools for Tier 2 or Tier 3 links, but for Tier 1, it's crucial to build links manually. Focus on PBNs or niche guest posting sites for high-quality results.

For Tier 1 backlinks, you should try using RankerX and manually building the backlinks. You can also inbox me, and I will send you the list that I am using

You can use SER for Tier 1 links.
Set PR, proper engines, outgoing links and links per day. Have a good list. Check metrics and by this, sent to good indexer.
