Google's Submit URL tool not working last couple days ?

so this problem is back again for everyone ? Cuz it seems i'm not the only one getting this again.
 
they are shutting in down, old old links will work though
 
a couple days ago I made a new blogger blog to test submitted home page url it was indexed. A day later I created an article on the same blogger submitted it and it was not indexed.
 
have not been able to index a single thing in weeks now...

By creating genuine backlinks from where Google can organically know about your website.Just like the way it should work.

I have. And like I mentioned above one of these test sites is a blogspot.com page that will not index...... that is pretty bad.
 
Still can't even get my blogger post to index more than a month later.
