GoogleAdwords Suspension Issue?

I have always advertised my website with google adwords... considering that is the only overhead for the website it works out pretty well (2-3k made for each 100 spent) but this time around I am trying to make the account but no matter WHAT I DO THE ACCOUNT GET SUSPENDED?! I have previously had an account that I fucked off so they are really serious about not letting me return. I REALLY REGRET DOING THAT.
I have tried all different info, different bank account/debit card, different domain name, different key words (but still similar obviously), using a vpn/going to public wifi, clearing my cookies, using a completely new browser not previously used, using an entirely different device.
Am I missing something here?
Do they know that it's the same website when they crawl it? Do I need to create a completely NEW website design?
HELP ME PLEASE. I am literally about to rip my hair out. It seems like no matter what I do my account is suspended because they know it's me still. WHY?!
Is there another alternative that delivers the same results? Whenever I turn on the advertising (well when I use to turn it on) it would get INSTANT results.

Yes they check the link on which it is diverting.
