Not that I'm aware of and I doubt Google would want to pay billions to the millions or websites on the web. They'll steal your content and then use some money for lobby so that there won't be any relevant prosecution against them. I do think that they may allow you to opt out of the Google SERP, but since they're a monopoly that would be a death sentence to your website.

There is no official info about this, I was just thinking out loud how webmasters should be compensated for stolen content.
BTY looks like Australia is taking the right steps and will force Google and Facebook to pay news publishers.

This doesn't apply to small websites but at least someone is taking the right approach and will make them pay for stolen content G and FB profit from.
If you were hit with some kind of algorithmic penalty or a filter to prevent your website from ranking high which appears to be the case 301 redirects won't work as whatever it is it'll be transferred via 301 to the new domain. Initially, you might see an increase in ranking and traffic but eventually, it'll come down to were it was before (after the update hit your website).
BTY you could use the screenshot and rub it into the face of anyone who claims that session duration and bounce rate matter. They don't! And your screenshot proves that.

As explained, pages that drop after a core update don’t have anything wrong to fix. No, because there is no alternative. This only works when the aggressor is not a monopoly, Google can't say if you don't like us go to the other guy. That's why the US should follow what EU is doing and stop these maniacs before they ruin the web for the entire planet.

I don't think they can do that as it would create a lot of negative press. Knowing google they could find a loophole, either remove parts of their services from that location.
And on another note, I found a lot of Pinterest pins as featured snippets, it could be another way G is able to give direct answers for a search query.
They could possibly do it to a small website(s) but it won't work with big news publishers, if they did that, they'd face a MASSIVE lawsuit for anti-competitive behavior demanding BILLIONS of dollars.
BTY, the deal with Australia is done, google and facebook HAVE TO PAY, they just need to figure out how they will pay them.

Well, they can say it, but it would have massive consequences and, as bahus said, it would most likely spark a massive lawsuit and negative press that would potentially mortally wound Google (probably).
For sure there is something going on, one of my websites was slowly recovering until yesterday. Today it hit the lowest low of its lifetime. Do I care... not really as I'm moving on to other business opportunities not related to G traffic.
