Its too much easy. Create a UK Company for example which just from 12 GBP. Google will ask for bank account. You can provide transferwise bank account. They accept it easily.

You can hire freelancers or you can hire developers from your country. I dont think you need company in your country for it. But to hire developers for like 1 year may require full procedure and then of course company in your country is required.
