Google Adwords Casino Cloaking

Hi iam going to start using adwords a bit more and looking into cloaking. To expand my reach.
Currently iam going by Googles rules and have some ads running, for our own casinos.

But I would like to expand to cloakingl, to be able to target new audience.

I got a Rdp and aged accounts, that we bought we a running ad so there is some activities, but how do I get it over to Casino´s.

If I change the KW to something casino related Google will notice, or if I cange the landingpage.

So is there and guo or someone with knowledge who can give some tips.

Thanks a lot for the information i got from here. I hope i am allowed to find help here.

My info:
I've tested 10-15 google ads accounts on different vps, with Justcloackit for casino gambling (Germany), i pay over VCC. (my last test now i use real credit card)
1. The google ads are russian / ukrainian, adspend 500-1000 euro total, each account.
2. I put a safe site "hotel testing" or slot game download for free, like the competitors do and they are active.
3. I got banned: reason is "system bypass", what does it mean? I got the error before i connect the money site.

Questions:
1. Sometimes the ad is not deliver without any reason. What could be the reason? Maybe the keywords are not allowed? But i use the keywords that are legit, google reccomends it.
2. I do the same ad like the competitiors, rewrite it. And google decline it, reason: gambling is not allowed. But how does the competition do it every day?
3. What payment method you use? If the account is not yours, do you use your own credit card?
