When my account got banned by google adsense I had to create new account with new email address, my previous account is still banned and I don't know the reason.

if i buy in payment details i can provide my name and lastname?
i have another my adsense old account and in balance is 60$ but not activated with pin i worry about that what addres and name and lastname provide but in settings now is my name and lastname with my addres i confused what to do now :|

If you buy a new account, then it will have a different address and phone number. So Google will think it is somebody else with the same name as you. This is possible in my country. But same name and same address is a red flag. I will also advice that you don't use the same bank account number you had in your banned account. Those are things that will trigger Google bot to flag your new account as owned by previously banned publisher. I will advice that you use your family member details. Parents and siblings or friends.

It should be okay if your site does not have anything for what it was banned before

my adress not changed
i want add ads in new website. i not register new account i find my old second account which not activated with pincode bud balance is 60
and registered with my name and lastname and with my adreess i worry what can i do now : D send pin with same adress and same name and lastname which i get banned in 2015 ?

I had a banned AdSense account which is working fine now, I reapplied after a long time though and it was approved
As long as your site is good and has nothing to be banned for - it should be approved
In any case, don't focus only AdSense, there are many other networks to work with
